The 20 Best Android Strategy Games that Require no Wi-Fi

When the words Android and gamer come up together in a conversation terms like wild man and loose cannon immediately follow. I mean let’s just get down to brass tacks here, if your average Android gamer is without data, he’s as likely cage diving great whites off the Cape of Good Hope as he is volcano boarding down the Cerro Negro. If one of us is without bars, it is not because we forgot to pay the phone bill. And it’s certainly not because we’re failing math and Mom took us off the family phone plan. No. No. Like I said, we are going down in a blaze of glory and we will take you down with us. However, we suppose at the end of the day, the reason that you have no data does not matter. What does matter is that, as with so many of life’s challenges, Hardcore Droid has got your back. In this case, with the following list of the best offline Android strategy games circa 2026.

20. Tyrant’s Blessing

While it borrows its 8×8 turn-based combat from heavyweight Into the Breach, Mercury Game Studio’s Tyrant’s Blessing carves out its own identity with charming production values and an addictive tactical loop. You control a small squad of three heroes and a pet companion. Though enemy movement is telegraphed, combat is satisfyingly challenging, and needs to be carefully navigated as a single unit’s death can sometimes means an abrupt end to your run. We actually love/hated this aspect of Tyrant, what we were less ambivalent about is the well-balanced tactical trappings and the charming 16-bit visuals. If you’re a tactics fan, definitely check this one out.

Available on the App Store and Google Play

19. Total War Series

Yes, we know, it’s not the most ideal way to enjoy Total War, and if you do go down the mobile road, you’ll be best served with a phablet or tablet. That said, it’s Total War, baby! All of the hallmarks of the classic series are on display. Feral Interactive’s ports offer faithful representations of Total War’s classic blend of 4X-light and massive RTS battles. What’s more, the Android port offers up a wealth of the seminal series’ iterations, notably the superb Total War: Rome games and Total War: Medieval II.

Available on the App Store and Google Play

18. Battle of Polytopia

While maybe a bit simplistic for hardcore strategy fans, Battle of Polytopia offers up an ideal strategy on the go title with a charmingly abstract visual style. Polytopia’s rapid-fire 4X gameplay is balanced, challenging and deeply addicting,  offering players excellent turn-based gameplay, three game modes and a wealth of replay value. If you’re going dark, Polytopia one will pass the time with joy and aplomb.

Available on the App Store and Google Play

17. Iron Marines

One of the best classic-RTS games on Google Play. Also, likely the only one that all-around works well on a mobile phone. Designed by the superlative game makers at Ironhide studios (see: the Kingdom Rush Series below), Iron Marines takes the RTS concept, simplifies and pairs it down for the tiny screen. However, like the Kingdom Rush titles, Ironhide not only has a lot going on beneath its cartoonish surface, it’s a blast to play. Offering up genuine RTS missions and combat that’s high functioning and well-balanced, Iron Marines offers a wealth of solid strategic stuff under the hood, like a bevy of units, buckets of upgrades, hero units and a plethora of missions. If you find yourself without internet and you love the RTS paradigm, my friend, this is the first and last stop.

Available on the App Store and Google Play

16. Civilization VI

We get it. It works on like two phones. The touch controls blow and the small screen is not the most ideal way to play it. True, true and true. But bear in mind that it is the digital cocaine of strategy games. And if you are a gamer who enjoys lolling around and tapping away at a turn-based sim, the Civilization series, and VI in particular, offer some of the most complex, nuanced and satisfying turn-based strategy titles you will find anywhere. For those of you who grew up in a cave, Civ VI sees you guiding a civilization from the Stone to the Space Age, all the while researching everything from tools and weapons to political ideologies. If you are a mobile gamer with a measure of patience, a large screen phone or a high-end tab, you are going to want to play this seminal strategy title.

Available on the App Store and Google Play

15. Rebel Inc.

Like its cousin Plague Inc., Ndemic’s military uprising sim provides a unique and deeply engaging strategy experience. Tasked with quelling rebellions and restoring war torn regions to normalcy, Rebel Inc’s wealth of systems offer up a distinctive and sophisticated simulation that is not to be missed by mobile sim fans.

Available on the App Store and Google Play

14. Ash of Gods: Redemption

While at first glance, it resembles an imitation of The Banner Saga trilogy, featuring a similar combat system, and stylistic carbon copy visuals, Ash of Gods: Redemption also sports a story penned by acclaimed Russian fantasy author Sergey Malitsky, and once you dig down into its combat system, you begin to realize that they took the trappings of The Banner Saga, and created an original and genuinely compelling combat loop. What’s more, Ash’s combat relies strictly on player choice rather than randomized dice rolls. While we took issue with the title’s occasional pointed difficulty spikes, overall we though  Ash of Gods: Redemption’s  haunting atmosphere, health-sacrificing tactical mechanics and branching narrative easily offered up one of the best strategy experiences to be had on mobile.

Available on the App Store and Google Play

13. Rebel Cops

HandyGames’ superb tactical sim is a must-have for tactics and stealth gameplay. A spinoff of This is the Police 1 and 2, Rebel Cops, unlike its predecessors, is heavy on the tactics and light on the sim and we were very happy with the result. Rebel Cops sees you heading up a renegade squad of policemen who, fed up with local corruption, have set out to destroy the organized crime elements that have adulterated local law enforcement. Missions play out like a simplified XCOM with a more pronounced stealth facet. Between missions you manage your team, while funding local grassroots endeavors in order to win over the locals. While some of the missions are a bit on the long side for a mobile title, the game’s excellent and challenging tactics missions make it a must-buy for armchair tacticians.

Available on the App Store and Google Play

12. Plague Inc.

Predicated on an absolutely vile premise, Plague Inc. sees you managing the evolution and spread of a deadly virus. After designating a place of origin, you set about managing your, at first, harmless microorganism, tweaking its evolution as you go in an effort to create an apocalyptic plague that utterly destroys humanity.

Plague Inc. is not only a superb simulation in its own right, it’s also a scientifically accurate sim that demonstrates how human-borne pathogens interact and evolve on a global scale. Not unexpectedly, sales of Plague Inc. skyrocketed since during the COVID pandemic, especially in China, where it was eventually banned. For sim lovers who enjoy playing the antagonist, you will be hard pressed to find a better villain than the one you whip up in Plague Inc. For the rest of us, the game is not only entrancingly engaging, it also sheds some light on how viruses function, and why it wasn’t such a bad idea to put a mask on.

Available on the App Store and Google Play

11. Bad North

Bad North started life as a PC indie but it is a perfect fit for mobile. In terms of gameplay it mixes the simplicity and defensive tactics of tower defense with the open movement of an RTS. In it you play a Viking commander who is island hopping to recruit allies and escape the encroaching hoard composed of your pillaging kinsmen. Visiting new islands provides bonuses in the shape of skills, items and allies, as well as providing defensive missions wherein you stave off the latest wave of Norse ravagers.

The game’s challenging and nuanced combat provides a wealth if visceral battles. But the game’s art direction is perhaps its greatest accomplishment, featuring cel-shaded graphics that are at once cartoonish and medieval in the vein of the Bayeux Tapestry. The emphasis is definitely on the cartoonish here, however, with simple, amusing sound effects and spritely animations that put one in mind of a warring flea circus. If you have to scratch your strategy itch and your Wi-Fi is down, Bad North will keep you happy for hours.

Available on the App Store and Google Play

10. Kingdom Rush Series

Some mobile strategy fans are likely to tell you that the Kingdom Rush games are the beginning and the end of tower defense on Android. And they would be right. With its high fantasy theme and line-drawn cartoony world, the uninitiated could be forgiven for thinking that the Kingdom Rush titles are childish. And they wouldn’t be entirely wrong either.

No doubt children everywhere are happily tapping away at them, but they are also smartly and comprehensively detailed. Kingdom Rush’s tiny little towers often involve tiny dudes with swords and arrows, true enough. But there’s also a great variety of towers, each of which offers multiple levels and accompanying perks. Similarly, there are waves of singular enemy types, whose details, when you face them for the first time, are laid out for the player. While we are on the subject of the spice of life, the game offers up a variety of heroes that level up RPG-style and cool bosses who wreak havoc in a variety of ways. What’s more, you can level up said heroes, towers and skills in the backend between missions. A veritable smorgasbord of tower defense goodness, Kingdom Rush’s myriad elements balance each other out and taken together provide a smart and satisfying strategy experience.

Available on the App Store and Google Play

9. Company of Heroes

Feral Interactive’s port of Relic’s classic World War II real-time strategy title serves as the only high-functioning old-school RTS on Android. If you are pining for something more nuanced than tower defense, Company of Heroes may be you’re your jam. As they did with XCOM 2, Feral went to town porting COH to mobile, offering a more intuitive interface that includes an updated command wheel that enables both quick interactions and real-time pauses. Also, you’ll find every facet of the original COH here, including superb real-time squad tactics, an array of dynamic units and recreations of seminal WW II battles. If you’re an Android gamer who even dabbles in strategy, get it. It’s well-worth the price of admission.

Available on the App Store and Google Play

8. Crying Suns

Crying Suns took us by surprise. Humble Games 2020 release offers up a mix of FTL-style rogue-lite play with a real-time active pause system for its tactical battles. Both facets of the game are deftly designed, providing rogue-lite strategy that straddles the line between challenge and player friendliness. Mix in the smart chapter-structured storyline and you have a strategy title that represents one of Android finest.

Available on the App Store and Google Play

7. Wargroove 2: Pocket Edition

Advance Wars game loop is such a particular type of strategy game, and one that has over the reared its pretty head on mobile. These days however, it is not that easy to find and enjoy the awesome AW paradigm. Enter Wargroove 2: Pocket Edition. If you have never enjoyed an Advance Wars-like game, the mechanics involve a brisk turn-based shuffle between building a small army and capturing new territory to fuel your war economy. Winning battles involves balancing ideal positioning with rock-paper-scissors match-ups to either weaken or destroy enemy units. Wargroove 2 offers not only a sharp well-balanced rendition of the Advance Wars formula but wraps the same in a cool and pretty pixel art fantasy setting. What is more, Wargroove 2: Pocket Edition provides three campaigns, a roguelite Conquest mode as well as pass and play multiplayer. If you are looking for something brilliant and relatively new to see you through a lean data time, this is your game.

Available on the App Store and Google Play

6. Northgard

More like a cross between a village building sim and an RTS, Northgard may not be for everyone, but for those of us into the pleasures of both genres, it’s an awfully well-rendered hybrid. Land your Nordic plunderers on a beachhead, explore the countryside and construct a neatly balanced community poised to withstand the difficulties of a Scandinavian winter. Come spring, snap open a can of whup-ass on your neighbors and mortal enemies. The title offers a decent story mode where you can learn the game’s dynamics as well as the nuances of the various Viking clans on offer. If you lean a bit more toward the city builder facet of strategy, Shiro Games’ Northgard is your jam.

Available on the App Store and Google Play

5. Mindustry

A blend of real-time strategy and tower defense rendered in abstract indie trappings, Mindustry sees you managing a massive industrial endeavor in an effort to achieve planetary dominiation. To that end you build and safeguard massive industrial networks of drills, factories and power grids in order to further your operations and your protect central core. That baby goes, and you are done.

It is a lot of fun and genuinely addicting in the way that the best strategy games are.

Available on the App Store and Google Play

4. Tropico

Once again, we can thank Feral Interactive for a brilliant mobile port.  Arguabl;y  the best and undoubtedt the most puckish, the Tropic series represents a high water mark for dictor sims and survivsl city-builders. PopTop Software’s brilliant and fun sim, see you stappeing into the shoes of banana republic dictoror, El Presidente. As with most city builders you balance your island countries economy polticaln faction and military. Unlike most city sims, you will rig elelctions, assainate and torture rivals and siphon funds into your swii bank account. Also unlike moist mobile city management sims, there are no micro transactions to speajk of. Instead you have a game built around the concept of player engagement. Who knew?  But more importantly, it is a superb simulation , offering robust simulation mechanics and fun and brilliant premise.

Available on the App Store and Google Play

3. Door Kickers

In Door Kickers you head up a SWAT team. By way of some superb real-time tactical combat you do all the stuff a SWAT team does. In short, you infiltrate the bases and homes of terrorists and bad guys with guns a-blazing.

While Door Kickers real-time combat may throw off some armchair tacticians, the detailed waypoint system, through which one can create a lovingly detailed multi-pronged incursion into enemy strongholds, will undoubtedly draw them back into the fold. Like a lot of mobile titles, missions are rated on a three-star system, which governs the quality and amount of mission rewards. Through said rewards you earn new team members and equipment. Thankfully, you can replay each mission and thus upgrade your team to the teeth. And if you stick with this elegantly-complex title, you’ll need and upgrades because as you progress the missions grow more challenging as the rewards more awesome. Sharp, elegant and a blast, if you are a data compromised you would do well to take this excellent title for a spin.

Available on the App Store and Google Play

2. Into the Breach

Subset Games’ (basically Justin Ma and Mathew Davis) second title, after the genre-defining, FTL, is a sharp, challenging turn-based tactical game that is thankfully available on Google Play. Featuring excellent comic-book-like graphics, Into the Breach sees you controlling a cadre of mechs in their attempt to thwart the invasion of the evil Veks. On an 8×8 grid, you attempt to both crush the foul invaders and protect civilian structures. The title features RPG facets where you upgrade your pilots, and the 8×8 grid means your turn-based tactics need to be tight with success boiling down to chess-like forethought and precision. While initially you’ll need a connection to login to Netflix, afterwards mobile tacticians will be gifted with one of the finest games mobile has on offer.

Available on the App Store and Google Play

1. XCOM 2 Collection

It’s been widely reported that upon the announcement of Feral Interactive’s release of Firaxis’ seminal tactical strategy title, Android strategy gamers were seen to drop to their knees, offer ground-pounding prayers to their god while weeping tears of bliss. Like XCOM Enemy Within above, XCOM 2 sees you heading up XCOM, earth’s last line of defense against alien invasion. And those wiley wierdos have done just that. In fact, XCOM 2‘s story works under the premise that the original XCOM team failed and the alien menace has since run ramshackle over the Earth.

In XCOM 2 you manage your rebels via a jacked alien spaceship. Whilst buzzing around from locale to locale, the game’s strategic layer tasks you with assisting the larger resistance and shepherding XCOM by way of R&D from a ragtag group of rebels to a formidable force capable of expelling the elders and their minions frfom Earth once and for all. While the strategic layer is pretty compelling, XCOM 2’s combat represents the absolute last word in turn-based tactical combat. The XCOM 2 Collection also includes just about every DLC made for the PC and console versions. For our money, the title offers up what is likely the finest game you can play on a mobile device.
